Change List TM v2.17 XML DTD Changes

  1. Made optional the <eic> element in Work Package Initial Setup <wpinfo> element. MIL-STD-40051B does not specifically address the element, but MIL-HDBK-1222B(TM) shows examples using the element. Using the release 2.1.7 do NOT use <eic> in the Work Package Initial Setup.
