TM v2.14 XML DTD Changes

1. During IPR for PDF to XML conversion, it was determined to change the element "function" to allow % list;. No requirement prohibits the use of lists in MIL-STD-40051.
2. During IPR for PDF to XML conversion, it was determined to change the element "maintclass" to allow multiple maintenance hours to perform a maintenance function. Having multiple maintenance hours for a function requires the same tools and remark references.
3. During IPR for PDF to XML conversion, it was determined to change the maintenance hours from requiring both to only use the needed maintenance hours.
4. During IPR for PDF to XML conversion, it was determined to change "pmcs-entry" to allow multiple intervals. The sample data had multiple intervals to be checked for a single PMCS item. Allowing multiple intervals permits filtering for the specific interval level to display for IETM. MIL-STD 40051 does not prohibit multiple intervals.
