TM v1.3 SGML DTD Changes

1. Made warning summary (<warnsum>) optional in <paper.frnt> to agree with text in MIL-STD 40051A.
2. Changed <consum-entry> model to allow for multiple listing of bulk items under a single item number.
3. Changed <expdur-entry> model to allow for multiple listing of bulk items under a single item number.
4. Added an optional <geninfo> to the <gen.maintwp> to allow for introductory type material.
5. Changed <mrpl-entry> model to allow for multiple listing of bulk items under a single item number.
6. Added to the <graphic> tag the optional attribute reprowid and reprodep to specify the graphic dimension.
7. Changed <randlist> and <seqlist> content model to allow <note> before each item. The change facilities correct MAC verbatim statement markup.
8. Updated the SIMBOIL.ent to correct the MAC and AVMAC introduction to item 7 change.
